He acknowledged the position of the Spanish government regarding the application of Title III of the Helms-Burton Act, leading the rejection of this measure within the European Union.

As part of the actions to be developed between the two governments, the reactivation of the Intergovernmental Commission and the signing of the new Country Partnership Framework with Spain is expected, an instrument that will establish the bases for the development of bilateral cooperation in the next 4 years.

Spain remains among Cuba's main trading partners, ranking third worldwide and first in Europe and the European Union. It is also the country with the highest number of businesses established on the Island.
