AEC was set up around five years ago, being one of the most important organizations of the hemisphere fostering cooperation, consultation and increased trade and investment in several subregions. The Association actively participates in the elimination of linguistic barriers, as well as in the promotion of a closer link among State members.The Association is a forum to foster cooperation among other organizations involved in the hemispheric integration as can be the Secretariat of the Caribbean Community (CARICOM), Economic System of Latin America (SELA), the Integration System of Central American Integration (ISCA). The Association has signed also agreements with the Caribbean Tourism Organization (CTO) and the Economic Commission for Latin America and the Caribbean (CEPAL). An example of this can be the concern for the establishment of the Area of Sustainable Tourism, the Agreement of Regional Cooperation for 2222.


Central America Economic Integration Secretariat

SIECA was set up by the General Treaty of Central America Economic Integration, signed by the Managua City, Nicaragua, on December 13, 1960. In conformity with this instrument, SIECA is a juridical person with its headquarters in the city of Guatemala, Republic of Guatemala.In consonance with Article 28 of the Tegucigalpa protocol, in regards to the Charter of the Central American States (ODECA), signed by the presidents of Central America on December 13, 1991, SIECA is the Secretariat that will deal with the economic topics of the Central American Integration System (CAIS) that was set up through this instrument. In accordance with what was established in the instrument of reference, SIECA keeps its juridical personality, attributes and functions granted by the General Treaty.Finally, the protocol related to the General Central America Economic Integration, known as Protocol of Guatemala, signed on October 29, 1993, institutionalizes the Economic Integration Subsystem and establishes in Article 43 that the Secretariat of the Central America Economic Integration (SIECA) is the technical and administrative organ of the process of Central American Economic Integration, of the organs that do not have a specific Secretariat and of the Executive Committee of Economic Integration (CEIE), it also stipulates that this organ has juridical personality of international right and that corresponds, and serves as a link of the actions of the other Secretariats of the Economic Subsystem, the coordination with the General Secretariat of the Central American Integration System in conformity with what has been established in Article 28 of Tegucigalpa Protocol and in exercise of the operational autonomy.

The governments of Guatemala, El Salvador, Honduras and Nicaragua signed on December 13, 1960, the creation of a Central American Common Market (CACM), aimed at accelerating economic integrity and thus encourage regional development.These four countries were committed to form a custom union among its territories.The Common Market allows a free trade for the majority of products coming from member states, establishes special regimes of exchange of some goods and comprises the following instruments of economic integration:-
